A note for Kuwait nationals
Kuwait is not a member of the Hague Apostille Convention. Allow 8–12 weeks for the full legalisation chain (Ministry of Interior → MFA Kuwait → Spanish Embassy attestation).

Police certificate requirements for Kuwait nationals
All DNV applicants must provide a criminal record certificate apostilled or legalised for international use. For Kuwait nationals, the required certificate is the Kuwaiti Criminal Record Certificate (شهادة حسن السيرة والسلوك).

Apply for a criminal record certificate (Good Conduct Certificate / شهادة حسن السيرة والسلوك) at the Ministry of Interior Criminal Investigation Department (CID) in Kuwait City. Applications can be made in person or through the MOI e-services portal. Fee: nominal.
Certifying for use in Spain
1. Obtain certificate from MOI CID. 2. Legalise at the Ministry of Foreign Affairs (Attestation Section), Salmiya, Kuwait. 3. Present to the Spanish Embassy in Kuwait City for consular attestation. Bring originals and photocopies at each stage.
Allow MOI certificate: 3–5 working days. MFA legalisation: 5–7 working days. Spanish Embassy attestation: 1–2 weeks. Sworn Spanish translation: 5–10 days. Allow 8–10 weeks total.
The police certificate is frequently the longest lead-time document in a DNV application. Apply for it as early as possible — your case manager will advise on optimal timing to avoid delays to your submission.
