The UAE has two Spanish diplomatic posts. Which one handles your application depends on which emirate you reside in. Understanding this distinction upfront saves time and avoids misdirected applications.
Serves Abu Dhabi emirate, Al Ain & western UAE
The Spanish Embassy in Abu Dhabi — located at Villa 33, Al Mutanabi Street, Khalidiyah — is a full Embassy (ambassador-level), not just a consulate. It has broader authority and serves all DNV applications from residents of Abu Dhabi emirate (including Al Ain and the Al Dhafra western regions). This is a higher-level diplomatic post than the Dubai consulate — both handle the full DNV application process.
Serves Dubai and the northern Emirates
The Spanish Consulate General in Dubai handles DNV applications for residents of Dubai, Sharjah, Ajman, Ras Al Khaimah, Umm Al Quwain, and Fujairah. If you reside in Dubai but work in Abu Dhabi (common for ADGM, government, or oil sector workers), you use the post covering your residence emirate — not where you work. Who applies for Spain's DNV from Abu Dhabi?
Abu Dhabi's economy is concentrated in government, oil and gas (ADNOC and the energy sector), finance (ADGM financial district), defence, healthcare, and real estate. Many Abu Dhabi professionals earn well above the €2,849/month DNV threshold — and are increasingly drawn to Spain's combination of Mediterranean lifestyle, EU residency rights, and stable long-term immigration pathway.
ADNOC and energy sector professionals
Abu Dhabi's oil and gas sector employs thousands of expatriates in technical, engineering, and management roles. Many are on employment contracts with ADNOC subsidiaries or international energy companies. If your role is remotely feasible (consulting, technical advisory, project management, finance), you may qualify for the DNV. The 20% rule (no more than 20% Spanish-source income) is important — energy sector work for Abu Dhabi-based companies is clearly non-Spanish income.
Finance and professional services — ADGM applicants
The Abu Dhabi Global Market (ADGM) is a common law international financial centre on Al Maryah Island. ADGM-registered companies use English-language employment contracts and internationally recognised corporate governance frameworks. For Spanish DNV applications, ADGM employment letters are clear and straightforward income evidence. ADGM income is non-Spanish income — ideal for the 20% rule compliance. Many ADGM professionals in banking, asset management, legal, and fintech are strong DNV candidates.
Government sector and independent consultants
Abu Dhabi's large government sector (federal and emirate-level) employs many expatriate professionals in advisory, technology, healthcare, and education roles. Independent consultants and freelancers working for Abu Dhabi government entities or international organisations need to ensure their work structure qualifies — the DNV requires self-employment income (autónomo) or employment contract structure, and the 20% Spanish-source cap must be observed.

UGE from Spain via Etihad or Spanish Embassy Abu Dhabi?
Abu Dhabi residents have excellent UGE route access — Etihad Airways flies direct from Abu Dhabi International Airport (AUH) to Madrid in approximately 7 hours, and from AUH to Barcelona via connections. For most passport holders in Abu Dhabi, the UGE route is the faster choice.

From 0% UAE income tax to Spanish IRPF — plan this carefully
Moving from Abu Dhabi to Spain is one of the most dramatic income tax transitions possible — from zero personal income tax to Spanish rates of up to 47%. This is the single most important financial consideration for Abu Dhabi residents considering the DNV. Model it carefully before committing to the move.
No UAE income tax — zero double taxation issue from UAE
The UAE has no personal income tax. Abu Dhabi residents currently pay zero tax on employment or self-employment income. This means there is no UAE-side double taxation issue — there is no UAE income tax to credit against Spanish IRPF. The entire tax change occurs on the Spanish side. You go from paying nothing to paying Spanish rates on your worldwide income.
Spanish IRPF — up to 47% on high incomes
Once you have been in Spain for 183 days in a calendar year, you become a Spanish tax resident and must file IRPF returns on your worldwide income. Spanish income tax is progressive: approximately 19% on the first €12,450, rising to 47% on income above €300,000. For Abu Dhabi professionals on high salaries, this is a very significant change that requires careful financial planning before the move.
Beckham Law — the key tax tool for Abu Dhabi expats moving to Spain
Spain's Beckham Law (Régimen de Impatriados) allows qualifying employed workers moving to Spain to pay a flat 24% tax rate on income up to €600,000, instead of progressive IRPF rates. For Abu Dhabi professionals on employment contracts, this can substantially reduce the effective tax rate. You must apply within 6 months of registering with Social Security in Spain and must not have been Spanish tax resident in the preceding 5 years. Beckham Law is a separate service from the DNV — consult a Spanish tax adviser. Self-employed individuals generally do not qualify.

Since the UAE joined the Hague Convention in 2021, UAE-issued documents can be apostilled through MOFAIC. Criminal record requirements depend on your nationality — the primary certificate is from your home country, with a UAE police clearance potentially also required.

The UAE joined the Hague Convention in 2021. Apostilles on UAE-issued documents are now issued by the Ministry of Foreign Affairs and International Cooperation (MOFAIC). You can apply online through the MOFAIC portal or in person at MOFAIC service centres in Abu Dhabi. This applies to UAE-issued documents such as salary certificates from UAE-based employers, employment contracts signed in the UAE, and UAE company letters. Pre-2021, UAE documents required a different legalisation chain — MOFAIC apostille is now the standard process.
Home country certificate — Abu Dhabi Police clearance may also be needed
The primary criminal record requirement is from your home country — apostilled there. UK nationals use the ACRO Police Certificate; US nationals use the FBI Identity History Summary; Canadian nationals use the RCMP check; Australian nationals use the AFP National Police Certificate. If you have been residing in Abu Dhabi for 2 or more years, an Abu Dhabi Police clearance certificate may additionally be required.
